The Bulgharian models
Two models of small kindergartens have been developed as public-private partnerships. Here, you can find information about these models.

Small kids group
The model is designed for the care and early education of children aged 10 months to 3 years in a public-private partnership. The number of children in each group is limited to a maximum of 5. Care and education are provided by individuals in a single-room space within a residential area. Each group is cared for by one person, who must be a Bulgarian citizen or an EU member state national, have completed secondary education, possess a clean criminal record, have completed a first aid course, and be mentally fit.

Independent Kid's group
The model is designed for the care and education of children aged 2 to 4–6 years through a public-private partnership, with a maximum group size of 15 children. The children are looked after by a team of at least three members: one educator (holding a teaching qualification) and two assistants (holding a secondary education diploma). The age range of children in the group is typically 2 to 4 years. However, care for children up to 6 years old is permitted if there is no kindergarten or preparatory group within a school available in the area.
National Survey about the models
Small kids group
The survey, conducted between October and December 2024, included 207 participants, among them parents, educators, and representatives of various organizations. The key topics addressed the organization, safety, staff requirements, and conditions for childcare in small groups.
Key Findings:
- Strong support for small groups of up to 5 children, aligned with the capabilities of a single caregiver.
- Respondents favor flexible working hours and a safe environment.
- More than 95% support mandatory registration, regular inspections, and parental involvement in service evaluation.
The survey provides valuable insights for improving the model and implementing it across different regions.

Independent Kid's group
At the end of 2024, a national survey was conducted to evaluate the Independent Kid's Group (IKG) model. The survey included 207 participants, among them parents, educators, and representatives of the education system and local administration.
Key Findings:
- Working Hours: Most participants approve the proposed working hours of 6 to 8 hours per day.
- Group Size: A strong preference for a limit of 15 children per group was noted, with exceptions allowing children up to 6 years old where kindergartens are unavailable.
- Funding: 91% of respondents support the public-private partnership model, which includes state funding and parental fees.
- Hygiene Requirements: 94% approve of strict hygiene and safety measures within the groups.
- Control & Quality: 91% favor regular on-site inspections at least three times per year.
The survey demonstrates high interest and strong support for the IKG model as an innovative and flexible approach to early childhood development.
